“Inspirations and Aspirations: Using History for our Future” and “Transition and Transformation: How Philanthropy is Changing”

The Associates of the American Foreign Service Worldwide (AAFSW) cordially invites you to a very special program featuring two extraordinary women: Pamela Norley, president of Fidelity Charitable®, the #1 public charity in the United States, and Rosie Rios, former Treasurer of the United States, and a Visiting Scholar at the Radcliffe Institute for Advanced Studies at Harvard University.

These two remarkable women have excelled as leaders in their respective fields, and are making a significant impact nationally and globally. Their biographies can be found below.

This interesting and informative presentation will take place on Monday, November 5th at the Burns Auditorium in the George Marshall Center of the State Department in Washington, DC at 10:30 a.m.

The charge for the program is $10.00 per person to defray the cost of the coffee and tea service. We will start at 10:30 a.m. with a social time (with coffee and tea), followed by the presentation beginning at 11:00 a.m. and concluding at 12:00 p.m.

Pamela J. Norley

Pamela Norley is president of Fidelity Charitable ®, an independent public charity that has helped donors support more than 250,000 nonprofit organizations with over $30 billion in grants since 1991. The mission of Fidelity Charitable ® is to grow the American tradition of philanthropy by providing programs that make charitable giving accessible, simple, and effective. Ms. Norley became president in September 2016 and leads a management team responsible for Fidelity Charitable’s fulfillment of its mission. Prior to assuming her current role, Ms. Norley spent 5 years as executive vice president of Enterprise Talent and Relationships Groups for Fidelity with responsibility for managing Fidelity’s top institutional client relationships and for leading the talent management and recruiting organizations.

From 2006 to 2009, Ms. Norley led the Fidelity Consulting Group, overseeing strategy and consulting support to all Fidelity businesses, including its global private equity and venture capital units. Prior to that, she played a key role in launching Fidelity’s Corporate Business Development Group, supporting mergers, acquisitions and strategic alliances. From 2001 to 2006, she held a series of roles leading business compliance and healthcare product management and sales for Fidelity’s outsourcing businesses. Ms. Norley joined Fidelity in the Corporate Legal department in 1996.

Outside of the office, Ms. Norley volunteers her time as a member of the Board of Directors for Point of Light, as trustee for Temple University School of Law, as a member of the Board of Advisors for Greater Boston Food Bank, and as a member of the Board of Overseers for Boston Ballet. 

She formerly served on the Executive Women’s Council for the Dana Farber Institute (2001-2008); United Way’s Women’s Initiative (2001-2010); University of Virginia’s Board of Benefactors (2009-2013); and Boston Ballet’s Board of Directors (2011-2014). 

Ms. Norley received a Bachelor of Arts degree from the University of Virginia and is a graduate of the Temple University School of Law. She also participated in Harvard Business School’s Global Women’s Leadership program and Columbia Business School’s Global Relationship Management program.

Rosie Rios

Rosie Rios was the 43rd Treasurer of the United States and is a Visiting Scholar at the Radcliffe Institute for Advanced Study at Harvard University. She is most recently known for initiating and leading the efforts to place a portrait of a woman on the front of U.S. currency for the first time in over a century. Upon her resignation in 2016, she received the Hamilton Award, the highest honor bestowed in the U.S. Department of the Treasury. Rosie was the longest serving Senate-confirmed Treasury official beginning with her time on the Treasury/Federal Reserve Transition Team in November 2008 at the height of the financial crisis.

In her role as Treasurer of the United States, Rosie was the Chief Executive Officer of the Bureau of Engraving and Printing and the United States Mint, including Fort Knox. Her day-to-day responsibilities included overseeing all currency and coin production activities with almost 4,000-employees in eight facilities nationwide and an annual budget of approximately $5 billion. In the first five years of her tenure, she saved over $1 billion by implementing efficiencies and innovative concepts while meeting increased production demand and increasing employee morale at record levels. Rosie was the first Treasurer to ever have her portfolio which also included the Chair of the Advanced Counterfeiting Deterrence Steering Committee and Senior Advisor to the Secretary of the Treasury in the areas of community development and public engagement. Her signature currently appears on a world-record $1.3 trillion out of the $1.4 trillion in circulation worldwide.

Rosie’s entire career has focused on real estate finance, economic development and urban revitalization in both the public and private sectors. Prior to her presidential appointment in Treasury, Rosie was Managing Director of Investments for MacFarlane Partners, a $22 billion investment management firm based in San Francisco. In this capacity, she was responsible for several of MacFarlane Partners’ urban investment activities including sourcing, underwriting and structuring prospective investments as well as overseeing projects during their development and stabilization. In addition, she closed on a $300 million capital raise for Fund III in October of 2008.

In 2016, Rosie launched EMPOWERMENT 2020 at Harvard, an initiative that facilitates the physical recognition of historical American women and provides a collective voice advocating for specific “confidence deficit” milestones for girls. Its first project, Teachers Righting History, recognizes historic American women in classrooms across the country. Rosie has also proposed coin legislation featuring women on quarters that was introduced in Congress as a bi-partisan effort in March. On August 26, she launched Notable Women, an Augmented Reality educational initiative in collaboration with Google.

Rosie is a graduate of Harvard University and was selected as the first Latina in Harvard’s 382-year history to have a portrait commissioned in her honor. She currently serves on the board of the Schlesinger Council and the advisory committee for Artemis Real Estate Partners. She was previously a Trustee with the Alameda County Employees Retirement Association (ACERA). In 2018, she was appointed as a member of USA 250, a Congressional Commission to commemorate the 250th anniversary of the nation’s founding in 2026. She remains active in real estate finance and is consulting on several transformational projects in the Bay Area under her “RESCUE” initiative: Real Estate for Socially Conscious Urban Empowerment.
