- AAFSW Welcomes the Locality Pay Adjustment for DETOs in the NDAAAAFSW supports The Civil Service Federal Employee Serving Overseas Pay Equity Act, establishing a locality pay equivalent for some 265 active civilian federal employees, mostly State Department employees, working under the Domestic Employees Teleworking Overseas (DETO) program.
